Officially printed paper for the government of Alta California, "sealed" with the signatures of Manual Victoria, governor of Alta California, and Juan Bandini, assistant collector of revenues at San Diego; intended for use in an official act, but in this case it is blank and unused; rare example of Zamorano printing.
